Billy is unaware of his biological father’s identity. Adopted at age four by his stepfather, he has limited knowledge of the adoption process. His mother and stepfather subjected him to both physical and emotional abuse. Abandoning him in this area, his mother’s absence forced him into homelessness. His grandfather, who lacked the resources to care for him, sought guardianship. The community ultimately requested our supervision. 

Billy aspires to be a gospel singer. He enjoys listening to music and is a happy, outgoing, and intelligent child.
